Presentation: Paul Kelly on disability and education law

The Disability Law and Policy Program is pleased to welcome Paul Kelly
to the College of Law to speak about his experiences in the fields of
disability and education law. Paul Kelly will give a lunch-time talk
on Thursday, April 17, in room 201 at the College of Law, from
11:45-12:50. You are welcome and encouraged to attend. Pizza will be
available. His bio is as follows:

Paul Kelly, State Review Officer and Assistant Counsel with the New
York State Education Department, manages the Office of State Review
(OSR). In this capacity he supervises OSR staff and decides appeals
from decisions of impartial hearing officers pertaining to the
identification, evaluation, program, or placement of students with
disabilities. Prior to joining the Education Department in January
2003, he was a Social Justice Fellow and visiting assistant professor
at the Syracuse University College of Law acting first as the director
of the public interest law firm and then the children?s rights and
family law clinical programs. From 1994 to 2000, Mr. Kelly was the
managing attorney of the Syracuse office of Legal Services of Central
New York, Inc., which specializes, in part, in disability law. Prior
to joining Legal Services, Mr. Kelly was an attorney with New York
State Mental Hygiene Legal Service, where he represented individuals
in mental health litigation. Mr. Kelly has been certified as an
Impartial Hearing Officer for both special education and vocational
rehabilitation hearings, and has taught as an adjunct faculty member
of Syracuse University?s School of Education. He is an active member
of the New York State Bar Association?s Committee on Issues Affecting
People with Disabilities and has been a speaker at continuing legal
education programs on disability law. Mr. Kelly is a graduate of
Boston College and Albany Law School.
