New York Higher Education Support Center for SystemsChange
New York Higher Education Support Center (HESC) for SystemsChange is an initiative of the Office of Vocational and Educational Services for Individuals with Disabilities (VESID) within the State Education Department. The HESC was established at Syracuse University in 2001 as an outgrowth of the NY Partnership for Statewide Systems Change.
The HESC is committed to two goals:
- To develop and to sustain high quality inclusive teacher preparation programs.
- To engage in and to support the professional development efforts of selected schools in the seven regions of New York State.
This website is organized into four sections. Each section is designed to convey
information and support the advancement of the HESC goals.

- Shares information about the HESC's mission, history and staff.
- Communities
- Provides contact and liaison information about the groups involved in the common goal of promoting excellence and quality of life for all students. These communities include the Task Force on Quality Inclusive Schooling, Special Education Training and Resource Centers (SETRC), the Regional School Support Centers (RSSC), State Improvement Grant Teams (SIG teams), Teacher Centers, Parent Centers, etc.
- Activities
- Provides information about opportunities for learning and interaction on topics of interest to members of the communities, including research and study group initiatives, regional and statewide meetings, and special features, which include website forums, discussion groups and on-line learning communities.
- Resources
- Offers publications and scholarly resources, news releases about legislation and regulatory changes, announcements of conferences and upcoming events, information regarding job opportunities in higher education, information about teacher education programs and links to relevant sites.
