The Response to Intervention Model (RTI) contained within IDEA 2004 offers great possibilities for improving the instruction and raising the achievement of English Language Learners. The RTI Model calls for early screening of at risk students, effective literacy programs for all students, and responsibility for initial interventions within general education. Due to this kind of approach, “policymakers have high hopes that RTI… will decrease the number of “false positives,” of students given a disability label who are low achievers because of poor instruction rather than an inherent disability.” (Fuchs, D. & Fuchs, L. 2001).
